Roles and responsibilities for uploading & submitting performance verification data for reviews

During Performance Verification, both the project team and the Performance Testing Agent (PTAgent) play important roles in ensuring that data is uploaded correctly, documentation is organized, and the project is successfully submitted for review. This section outlines who is responsible for which tasks and how project access affects the workflow.

Project team roles and responsibilities

Although the Performance Testing Agent manages most aspects of performance testing, the project team has three key responsibilities:

  1. Granting access to the project account
  2. Clarifying responsibilities for on-site photographs
  3. Submitting materials for review when applicable   

WELL account access

The project administrator is responsible for adding the PTAgent to the project team in the. Access is required for the PTAgent to upload performance testing documentation and data. There are two access levels:

  • Performance Testing Agent (Full Access): Can view, upload, and download documents and can submit reviews.
  • Performance Testing Agent (Limited Access): Can upload documents only.

Photographs (optional)

For features that require on-site photographs as the verification method, the project team may take the photographs instead of the PTAgent. Before the site visit, the team should confirm with the PTAgent who will be responsible for taking and uploading these images to avoid duplication or gaps.

Submitting for Review (optional)

If the PTAgent has Full Access, they will upload and tag all performance testing data and submit the project for review once all results are ready.

If the PTAgent has Limited Access, the project team assumes additional responsibilities. The team must is responsible for:

  • Ensuring all performance testing data, including all supporting documentation (such as calibration certificates)  is uploaded and is correctly tagged to the applicable features and locations.
  • Formally submitting the project for review.
  • Any post-PV tasks—such as replying to review comments—are completed accurately.

For projects pursuing a concurrent documentation + performance review, the project team and PTAgent must coordinate closely to ensure that all project documentation and performance testing materials are uploaded before submission. Once ready, either party may submit for review.

Performance Testing Agent Roles and Responsibilities 

Performance Testing Agents are responsible for the execution of on-site testing and for managing the documentation associated with Performance Verification.

Performance Testing Data

The PTAgent compiles all performance verification data and uploads it to the Documents tab of the project account. PTAgents are trained to upload only passing results for review. If retesting is needed, the PTAgent continues to upload all passing data as it becomes available.

Submitting for Review

For single-asset projects not enrolled in WELL at scale, the PTAgent submits the project for review once:

  • all required performance testing results meet threshold requirements, and
  • all passing results have been uploaded to the project account

The performance review cycle does not begin until the project is submitted for review in your WELL account. The PTAgent should not submit until the full set of passing results is ready.

For WELL at scale participants, organizations may submit passing results for individual features during a review cycle, providing greater flexibility in how and when testing data is delivered.
